Prior to his election to the State Assembly in April 2022, Assemblymember Haney served on the San Francisco on the Board of Supervisors where he built a reputation as a hardworking, creative, collaborative problem solver with an unmatched record tackling San Francisco’s toughest challenges from homelessness and housing to public safety and corruption.
During his tenure in City Hall, Matt championed some of San Francisco’s most popular and bold initiatives. He helped spearhead the effort to transform San Francisco’s mental health system with Mental Health SF, an initiative guaranteeing mental health care for all San Franciscans. He implemented common sense policies like 24-hour bathrooms and universal tenant protections, facilitated over 5,000 units of new housing in his district, and oversaw record investments in housing, public safety and economic recovery as Budget Chair. As Supervisor, Matt helped ensure more housing and more affordable housing was built in his district than any other.
When the pandemic hit, Matt worked tirelessly to support his constituents, from small business owners to essential workers. He authored legislation to house over 2,000 people experiencing homelessness in hotels and spent time working on the frontlines as a disaster service worker at one of our community COVID shelter hotels when there weren’t enough staff. He launched relief programs to keep restaurants and music venues afloat during the shutdown, led the fight to open mass-vaccination sites, and authored laws to ensure workers had masks, gloves and adequate sick pay.

Matt’s Results for San Francisco:<ul><li>Built more housing, including affordable housing, in his district than any other.</li><li>Protected tenants as a pro bono eviction defense attorney, winning cases in court to keep people in their homes.</li><li>Authored the “Housing for SF Workers” law to create nearly $400 million in funding for 1,000+ new housing units for low and middle-income workers by raising the Jobs Housing Linkage Fee on large commercial office developments.</li><li>Rezoned the city to allow affordable housing to be built everywhere by co-sponsoring the Affordable Homes for Educators and Families NOW Initiative.</li><li>Expanded “just cause” eviction protection to buildings built after 1979, protecting tenants in over 35,000 units.</li><li>Co-authored an eviction moratorium to protect tens of thousands of tenants from displacement during the pandemic.</li></ul> Matt’s Commitments in the Assembly:<ul><li>End exclusionary zoning policies that stop desperately needed housing from being built.</li><li>Build 100,000 new housing units in San Francisco over 10 years to make housing more affordable for all.</li><li>Establish statewide minimum zoning requirements to allow for increased density near transit and affordable housing to be built everywhere in the state.</li><li>Support massive expansion of social housing to address the shortage of affordable homes for both low and moderate-income households.</li><li>Fight for $10 billion California Affordable Housing Bond to build housing that all San Franciscans can afford.</li><li>Extend the eviction moratorium, strengthen tenant protections, overturn Costa Hawkins, reform the Ellis Act, and expand rent control to keep folks in their homes.</li><li>Empower the State of California to hold other cities and counties accountable for creating more housing, including closing loopholes in the Housing Accountability Act.</li></ul>

We need more housing near jobs and transit, including affordable housing, so that working families can afford to live here. And we need to protect renters so that they can stay in their homes without being priced out or evicted.” -Matt

Affordable Housing

Matt’s Results for San Francisco:<ul><li>Led the effort to house over 2,400 homeless in Shelter-In-Place (SIP) hotel rooms during the pandemic.</li><li>Invested over $1 billion in supportive housing, housing vouchers, and housing for people experiencing homelessness as Budget and Finance Chair.</li><li>Guaranteed mental health care for every San Franciscan with Mental Health SF co-authored with Supervisor Ronen, so that those with a mental illness or substance use disorder can get treatment and care.</li><li>Advocated for navigation centers in all 11 supervisorial districts, opened a new navigation center on the Embarcadero and multiple other new shelters, treatment facilities and navigation centers in his district.</li><li>Authored a law and secured funding to expand 24-hour bathrooms from zero in 2017 to over 25 locations, all across the city, because everyone deserves the dignity of a private, clean, safe place to go.</li></ul> Matt’s Commitments in the Assembly:<ul><li>Address the root causes of homelessness by investing in mental health services, transitional housing, and wrap-around services such as job training and health care.</li><li>Empower the State of California to hold other cities and counties accountable for creating more housing and services for the homeless, so the responsibility doesn’t fall on San Francisco alone.</li><li>Pass a wealth tax on billionaires to fund investments in supportive housing and navigation centers.</li><li>Establish a state system of rapid rehousing vouchers and emergency rental assistance to keep people housed and off the streets.</li><li>Ensure every tenant has the right to an attorney in an eviction proceeding.</li><li>Invest additional funds to purchase hotels to rapidly provide new housing for homeless residents without sky-high building costs.</li></ul>

“It's not compassionate nor acceptable to have so many people living on our streets and sidewalks. We need a range of interventions to permanently get folks off the streets and into housing and care. That means much larger investments in emergency rental assistance, supportive housing, transitional shelters, mental health care, and addiction treatment in San Francisco.” -Matt

Homelessness

Matt’s Results for San Francisco:<ul><li>Authored San Francisco’s Overpaid Executive Tax (Prop L), the first voter-approved tax in the country targeting the massive gap between worker and CEO pay. Passed overwhelmingly by voters, Prop L’s revenues will provide San Francisco with tens of millions of dollars to hire more nurses, social workers, and emergency responders.</li><li>Launched the Guaranteed Income Advisory Task Force, which is preparing a pilot program in which up to a thousand residents would receive unrestricted monthly payments to confront poverty.</li><li>Fought for critical pandemic relief grants to save cherished restaurants and neighborhood businesses, including authoring San Francisco Music Venue Relief Fund.</li></ul> Matt’s Commitments in the Assembly:<ul><li>Develop a state-level Overpaid Executive Tax modeled on San Francisco’s Prop L in 2020. The tax would target companies whose highest-paid executives make more than 100 times the median salaries of their employees and revenues from the tax would be used to hire more nurses, firefighters, and social workers across the state.</li><li>Protect and expand labor rights to ensure every California job guarantees a living wage, health care, and retirement benefits, including gig workers.</li><li>Fight to make debt-free and tuition-free college a reality in California so that all students have access to higher education and the upward mobility that comes with it.</li><li>Co-sponsor Assemblymember Ash Kalra’s bill (AB 1400) to provide universal health care coverage to all Californians because healthcare is a human right.</li><li>Expand guaranteed income programs to millions more California families with the goal of ending child poverty within 5 years.</li></ul>

“San Francisco has the largest income inequality of any Bay Area county. That disparity has only grown larger during the pandemic with small businesses and working families struggling to get by while millionaires and billionaires become richer than ever. That needs to change.” -Matt

Wealth Inequality

Matt’s Results for San Francisco<ul><li>Supported full enrollment in CleanPowerSF and advanced San Francisco’s goals of phasing out fossil fuels, including city divestment from oil and gas companies.</li><li>Helped make San Francisco one of the first cities requiring city departments to report their greenhouse gas emissions under SF’s Climate Action Plan.</li><li>Championed the largest expansion of protected bike lanes in San Francisco history, reducing speed limits to make it safer to walk and bike, and fighting for more funding for Caltrain, BART, and Muni.</li><li>Authored a policy to make SFUSD the first “net-zero” emissions school district in California.</li><li>Invested nearly $1 million as Budget Chair into the Department of the Environment to launch initiatives ensuring equitable and inclusive climate action.</li></ul> Matt’s Commitments in the Assembly<ul><li>Continue the work of former Assemblymembers Rob Bonta and David Chiu to pass a California Green New Deal that aggressively combats climate change and focuses on environmental justice for low-income and immigrant communities.</li><li>Fight for unprecedented statewide investments in green infrastructure and sustainable transportation solutions such as charging stations, electric buses, protected bike lanes, and commuter rail projects.</li><li>Complete the high-speed rail project and bring high-speed rail to the Salesforce Transit Center with the downtown rail extension.</li><li>Reform environmental laws currently abused in ways that stop clean energy and sustainable transit projects.</li><li>Invest in wildfire prevention measures, drought preparedness infrastructure, and power grid upgrades to protect Californians from the worst effects of climate-related natural disasters.</li></ul>

Climate Change

Matt’s Results for San Francisco<ul><li>Invested millions of dollars into new initiatives to stop hate crimes and provide victims and their families with support services.</li><li>Called for and supported a declaration of a state of emergency over San Francisco’s drug overdose crisis to bring an unprecedented level of focus and coordination to confront the drug epidemic.</li><li>Increased funding for community safety ambassadors, foot patrols, and crisis response teams.</li><li>Launched the “Street Level Drug Dealing Taskforce” to better coordinate resources and evidence-based strategies to stop the dealing of deadly narcotics.</li></ul> Matt’s Commitments in the Assembly<ul><li>Invest in community policing and recruit from diverse communities so that law enforcement officers come from the communities they serve and possess necessary language skills and cultural literacy.</li><li>Advocate for criminal justice reform that holds people accountable with effective consequences while investing in rehabilitation, treatment, reentry, and community-based courts.</li><li>Support reforms that allow us to stop larger organized crime rings that are fueling the spike in retail theft and the deadly fentanyl epidemic.</li><li>Help hate crime victims through a state fund for individuals and businesses affected by violence or vandalism.</li></ul>

Public Safety

Matt’s Results for San Francisco<ul><li>Authored legislation to prohibit SFPD from using kinetic impact projectiles, disorientation devices, or military-grade equipment during an assembly, demonstration, protest, or gathering.</li><li>Co-sponsored the CAREN Act (Caution Against Racially Exploitative Non-Emergencies) with Board President Shamann Walton to make racially-biased 911 calls illegal.</li><li>Advocated to close the youth jail in San Francisco and instead invest in more effective, evidence-based services and treatment for young people.</li><li>Delivered a budget that included housing subsidies for trans and HIV-positive people, and $12 million to acquire a home for the country's first standalone LGBTQ+ museum.</li><li>Made the SF Eagle a historic landmark, becoming the first LGBTQ leather historic landmark in San Francisco and the first LGBTQ historic landmark in SoMa.</li></ul> Matt’s Commitments in the Assembly<ul><li>Support legislation that dismantles systemic racism and classism in California’s institutions.</li><li>Author legislation that focuses on&nbsp; paid family leave, universal childcare, protections from pregnancy discrimination, and access to family planning services.</li><li>Strengthen laws that allow us to discipline and fire police officers who are abusing the public or violating civil rights.</li><li>Protect and expand all civil liberties for Californians regardless of race, ethnicity, gender, sexual orientation, or immigration status.</li></ul>

<h3>Prior to his election to the Board of Supervisors, Matt was elected twice to the San Francisco Board of Education.</h3>
As President of the Board, Matt led SFUSD to achieve its highest graduation and college attendance rates. He authored the transformational “Safe and Supportive Schools” policy which is viewed as the national standard for solutions not suspensions, cutting suspensions in SFUSD by over 50%. He fought for affordable housing for teachers and wrote the policy expanding computer science education to all students in San Francisco schools. He is the only school board member to have visited all 113 public K-12 schools in San Francisco and the only local San Francisco elected official ever to have earned the support of then President Barack Obama.

Matt is proud to have worked pro bono as an attorney defending families from eviction in San Francisco. With Van Jones and Jessica Jackson, he is the co-founder of #cut50, a national organization working to end mass incarceration with smarter solutions to keep communities safe. #cut50 was the lead proponent of the “First Step Act,” the most transformational federal criminal justice reform legislation in decades. Matt has also worked as a lecturer and adjunct faculty at the Stanford Design School and Executive Director of the UC Student Association, where he led advocacy and outreach on behalf of the 200,000+ UC students across the state, winning multiple tuition freezes and helping pass the California DREAM Act. Matt previously served as a Legislative Aide and State Senate Fellow in the office of then State Senator Joe Simitian.

Matt attended Bay Area public schools and holds a BA in Urban Development from UC Berkeley, where he graduated with highest honors and as a Valedictorian finalist. He also holds an MA from Stanford University School of Education, a JD from Stanford Law School, and an LLM in Human Rights from National University of Ireland where he was a Senator George Mitchell Scholar.
Matt was raised by a single mother in the Bay Area and lives in the Tenderloin with his two orange tabby cats. He can often be spotted walking the streets, chatting with residents, and frequenting the neighborhood’s many immigrant-owned coffee shops and small businesses.

SAN FRANCISCO, CA - Tonight Supervisor Matt Haney declared victory in the special election to represent California’s 17th Assembly district. As of 10:30 p.m., Haney had earned over 63% of the vote, an outright victory with nearly 62,000 votes counted so far. The mood at Haney’s election night party, held at Victory Hall &amp; Parlor, was celebratory as campaign staff, volunteers, supporters, and friends enjoyed live music and congratulated the future Assembly member.&nbsp;
Matt Haney released the following statement: \n
“From day one, this campaign was about building a San Francisco that was more inclusive, affordable, sustainable, and welcoming for all. We united a broad coalition of leaders, organizations, and individuals who shared our vision. We focused on the issues and we made promises to deliver real solutions to San Francisco’s challenges. Now I’m ready to go to Sacramento to deliver on those promises.
*I’d like to thank everyone who supported our campaign in some capacity, whether by volunteering their time, donating a few bucks, or even just making the effort to turn in their ballot. I’m on the ballot again in June and November, so the work continues. But I’m eager to prove to voters that they made the right choice and you can bet that I’ll hit the ground running in the State Legislature.”&nbsp; \n *
Since announcing his candidacy in late September, Matt Haney ran on a platform focused on addressing the housing crisis, homelessness, climate change, and inequality.
